Unexpected effects of urban food activism on community and human wellbeing

Participation in urban agriculture conducted through community gardens and allotments is known for its benefits to physical and mental health. Due to the recognition of these benefits, which include reduction of stress, depression and anxiety, such participation is increasingly being prescribed as a non-medical health intervention. Community gardens have the added advantage of immersion into a community, without the often-long waiting lists and level of commitment involved in allotment tenancies. What has not been explored is the demanding nature of the commitment required by volunteer coordinators, and ironically, the negative effects it can have on their wellbeing. In a study of food activism in Aberdeen, UK, we conducted 21 semi-structured interviews with participants from a range of bodies involved in the city's food growing projects. From the spectrum of food growers, we found that volunteer coordinators of community gardens experienced the greatest burdens on their time and wellbeing, with their demanding multi-functional roles leading to fatigue and feelings of over-commitment. Other problems encountered by community gardeners were over-reliance on grant funding and the disproportionate impacts of COVID closures on vulnerable groups. Policy interventions are required to reduce dependency on competitive grant funding and to support both coordinators and the long-term sustainability of community gardens.
Double Exposure and the Climate Gap: Changing demographics and extreme heat in Ciudad Juárez, Mexico

Scholars have recognized a climate gap, wherein poor communities face disproportionate impacts of climate change. Others have noted that climate change and economic globalization may mutually affect a region or social group, leading to double exposure. This paper investigates how current and changing patterns of neighborhood demographics are associated with extreme heat in the border city of Juárez, Mexico. Many Juárez neighborhoods are at-risk to triple exposures, in which residents suffer due to the conjoined effects of the global recession, drug war violence, and extreme heat. Due to impacts of the recession on employment and the explosion of drug violence (since 2008), over 75% of neighborhoods experienced decreasing population density between 2000 and 2010 and the average neighborhood saw a 40% increase in the proportion of older adults. Neighborhoods with greater drops in population density and increases in the proportion of older residents over the decade are at significantly higher risk to extreme heat, as are neighborhoods with lower population density and lower levels of education. In this context, triple exposures are associated with a climate gap that most endangers lower socioeconomic status and increasingly older aged populations remaining in neighborhoods from which high proportions of residents have departed.
Residential care in Los Angeles: Evaluating the spatial distribution of facilities and neighbourhood access to care among older adults

Residential care has increased in number of facilities and has grown in density in urban areas, yet it is disproportionately dispersed in cities and only beginning to meet the current long-term care need of older adults as an alternative to institutional and in-home care. California State Department of Social Services residential care facility data were linked with Los Angeles County census tract data to examine the spatial distribution of facilities through hot spot analysis of small and large clusters of facilities and zero-inflated negative binomial regression of census tract facility counts on older age and race groups, older disabled adults, and older adults in poverty in the area. The results show clusters of large facilities west of downtown Los Angeles and clusters of small facilities in the northern suburbs of the city in the San Fernando Valley. Increases in pre- and early-retired adults and older Hispanics in census tracts are associated with the greatest decreases in facility tract capacity in the area, whereas increases in the oldest old and older disabled adults are associated with the greatest increases. Understanding spatial disparities in residential care can help local agencies and developers plan and partner in more intentional and equitable development of facilities. The greatest opportunity for such development may lie in institutional tools for eldercare facility development such as the eldercare facility ordinance of Los Angeles and development of board and care facilities in residential zones of Los Angeles and other cities.
Safe Community Gardening Practices: Focus Groups with Garden Leaders in Atlanta, Georgia

Although best management practices have been recommended by government agencies and non-profit organizations to reduce community gardeners' potential exposure to soil contaminants such as lead, some gardeners do not perform these practices. Understanding gardeners' beliefs and motivations is critical for effective promotion of safer gardening practices. This study, grounded in the Theory of Planned Behavior (TPB), employed five focus groups to investigate Atlanta community garden leaders' perspectives concerning three gardening practices: composting, hygiene behaviors, and mulching. These general practices are also considered safe gardening practices in that they can reduce exposure to toxicants in urban gardens. Qualitative analysis identified advantages and disadvantages; supporters and non-supporters; and barriers and facilitators that might influence gardeners' opinions regarding these behaviors. Gardeners expressed that more funding, volunteers, and training are needed to promote these behaviors. Gardeners noted that mulch and compost provided advantages such as improving soil quality, but a primary barrier was concern about contamination of source materials. Focus group participants did not directly associate composting and mulching with reduction of exposure to soil contaminants. Behavioral challenges related to hygiene included concerns about decreased exposure to salubrious bacteria, inadequate access to potable water, and limited availability of gloves and wipes. These study findings characterize factors that community garden stakeholders should consider when promoting safe gardening practices and interventions.
Implementation of a Community Grant Program to Address Community-Driven Environmental Health Concerns

Community-engaged approaches to research can increase trust, enhance the relevance and use of research, address issues of equity and justice, and increase community knowledge and capacity. The HERCULES Exposome Research Center sought to engage local Atlanta communities to learn about and address their self-identified environmental health concerns. To do this, HERCULES and their stakeholder partners collaboratively developed a community grant program. The program was evaluated using mixed qualitative methods that included document review and semi-structured interviews. This paper presents the development, implementation, and evaluation of the grant program. HERCULES awarded one-year grants of $2,500 to 12 organizations within the Atlanta region, for a total 13 grants and $32,500 in funding. Grantees reported accomplishments related to community knowledge, awareness, and engagement in addition to material accomplishments. All grantees planned to sustain their programs, and some received additional funding to do so. Some grantees remained actively involved with HERCULES beyond the grant program. The HERCULES Community Grant Program was able to increase awareness of HERCULES among applicant communities, establish or enhance relationships with community-based organizations, and identify local environmental health concerns while providing tangible results for grantees and the communities they serve. Mini-grant programs are a feasible approach to address community environmental health and establish new relationships. This model may benefit others who aim to establish community-academic relationships while addressing community health concerns.
A Community-Integrated Geographic Information System Study of Air Pollution Exposure Impacts in Colfax, LA

A community-integrated geographic information systems (CIGIS) study assimilating qualitative and quantitative information about human exposures and health was conducted in Colfax, Louisiana, which hosts a commercial open burn/open detonation thermal treatment (TT) facility that destroys waste from Superfund sites, explosives, military ordnances, and propellants. Fifty-eight percent of residents identified as Black, and median annual income was $16,318, with 90% of the population living below the poverty line. We conducted oral history interviews of twenty-nine residents and mined public records to document the community's experiences. Interviews focused on themes of Colfax's history, changing community fabric, resident health, and air pollution. The oral histories and public comments by community members provided information about lived experiences, including several health conditions, toleration of noise and vibration, property damage, and resulting changes to activity levels. These statements provided insight into the extent of suffering experienced by the local community. We also ran dispersion models for dates in 2020 when the waste stream composition, mass, and burn/smoldering times were provided in the facility's public records. The dispersion models placed the air pollution at the homes of residents during some of the time, and waste stream records from the TT facility agree with community testimony about health effects based on the known health effects of those compounds. CIGIS integration of our community-based qualitative data and maps with quantitative air pollution dispersion model output illustrated alignment between community complaints of impacts to health and property, known toxicological information about waste stream compounds, and dispersion model output.
Historical Neighborhood Redlining and Contemporary Environmental Racism

To stabilize the housing market during the great depression, the government-sanctioned Home Owners' Loan Corporation (HOLC) created color coded maps of nearly 200 United States cities according to lending risk. These maps were largely driven by racial segregation, with the worst graded neighborhoods colored in red, later termed redlined neighborhoods. We sought to investigate the association between historical redlining, and trends in environmental disparities across the US over the past few decades. We characterized environmental exposures including air pollutants (e.g., NO2 and fine particulate matter), vegetation, noise, and light at night, proximity hazardous emission sources (e.g., hazardous water facilities, wastewater discharge indicator) and other environmental and social indicators harnessed from various sources across HOLC graded neighborhoods and extrapolated census tracts (A [lowest risk neighborhoods] to D [highest risk neighborhoods]). Lower graded areas (C and D) had consistently higher exposures to worse environmental factors. Additionally, there were consistent relative disparities in the exposures to PM2.5 (1981-2018) and NO2 (2005-2019), without significant improvement in the gap compared with HOLC grade A neighborhoods. Our findings illustrate that historical redlining, a form of residential segregation largely based on racial discrimination is associated with environmental injustice over the past 2-4 decades.
Oral histories document community mobilisation to participate in decision-making regarding a hazardous waste thermal treatment facility

Colfax, Louisiana hosts a commercial hazardous waste thermal treatment (TT) facility, which treats fireworks, explosives, and military ordnances by open-burn/open-detonation one mile from the edge of the nearest community. Seventy-one percent of Colfax's residents are Black, and forty-six percent live below poverty, indicating the community's structural vulnerability. This community-based study originated at the behest of Colfax community members. We hypothesized that the close relationships among members of this enclave may have enhanced the community's ability to mobilize in opposition to the TT facility. We conducted semi-structured oral history interviews with nineteen community members and examined the social and interorganizational networks used by the Colfax community to claim its role in decision-making regarding the TT facility after years of exclusion from this process. Interview transcripts were analyzed through the lens of community capacity theory to gain insight into how interactions among community members about the environmental hazards led to social mobilization and improved participation in the decision-making process using codes for communication, organization, and outcome. Additionally, we reviewed Louisiana Department of Environmental Quality records for complaints about the facility to gauge public participation. One notable theme across several interviews was exclusion from the initial decision-making process related to the facility. However, interviewees noted a sustained effort was made among community members to educate themselves about the facility, organize a response through neighbor-to-neighbor contact, and take action by submitting formal complaints and participating in public hearings. Through the lens of environmental justice, this study illustrates an evolving condition of procedural justice.
River co-learning arenas: principles and practices for transdisciplinary knowledge co-creation and multi-scalar (inter)action

This paper develops the methodological concept of river co-learning arenas (RCAs) and explores their potential to strengthen innovative grassroots river initiatives, enliven river commons, regenerate river ecologies, and foster greater socio-ecological justice. The integrity of river systems has been threatened in profound ways over the last century. Pollution, damming, canalisation, and water grabbing are some examples of pressures threatening the entwined lifeworlds of human and non-human communities that depend on riverine systems. Finding ways to reverse the trends of environmental degradation demands complex spatial-temporal, political, and institutional articulations across different levels of governance (from local to global) and among a plurality of actors who operate from diverse spheres of knowledge and systems of practice, and who have distinct capacities to affect decision-making. In this context, grassroots river initiatives worldwide use new multi-actor and multi-level dialogue arenas to develop proposals for river regeneration and promote social-ecological justice in opposition to dominant technocratic-hydraulic development strategies. This paper conceptualises these spaces of dialogue and action as RCAs and critically reflects on ways of organising and supporting RCAs while facilitating their cross-fertilisation in transdisciplinary practice. By integrating studies, debates, and theories from diverse disciplines, we generate multi-faceted insights and present cornerstones for the engagement with and/or enaction of RCAs. This encompasses five main themes central to RCAs: (1) River knowledge encounters and truth regimes, (2) transgressive co-learning, (3) confrontation and collaboration dynamics, (4) ongoing reflexivity, (5) transcultural knowledge assemblages and translocal bridging of rooted knowledge.
