What is in a Mandate? Introducing the UN Peace Mission Mandates Dataset
UN peace missions are constantly evolving. Yet, we lack a detailed understanding of the shifting types and objectives of peace missions beyond broad categorizations that distinguish for instance between observer, traditional, multidimensional, and peace enforcement missions. To address this gap, we present the UN Peace Mission Mandates (UNPMM) dataset. With global coverage, 30 years of data between 1991 and 2020, a broad scope that includes peacekeeping and political missions, and information on 41 mandate tasks, the UNPMM represents one of the most detailed and up-to-date datasets on UN peace mission mandates. We use it to highlight how mission types, objectives, and specific tasks have changed since the end of the Cold War, and to analyze what factors influence the kind of missions the UN is willing to authorize. The descriptive statistics and empirical analysis reaffirm the need for a greater disaggregation of data on UN peace missions and their mandates.
The Dual Effect of COVID-19 on Intergroup Conflict in the Korean Peninsula
The coronavirus pandemic has fundamentally shifted the way human beings interact, both as individuals and groups, in the face of such a widespread outbreak. This paper seeks to investigate the effects of COVID-19 on intergroup emotions and attitudes within an intractable intergroup conflict, specifically, through the lens of the Korean conflict. Using a two-wave, cross-sectional design, this study was able to track the profound psychological changes in intergroup emotions and attitudes both prior to the pandemic and during its onslaught. Results of these two wave representative samples show that South Korean citizens demonstrated higher levels of fear of their neighbors in North Korea after the outbreak of COVID-19 than before. In turn, this led to increased societal support of hostile government policies towards North Koreans. Conversely, the same participants exhibited higher levels of empathy towards North Koreans during the pandemic, which led to a higher willingness to collaborate with their outgroup. This dual effect on intergroup emotions within intractable conflicts brings forth new avenues from which societies may be able to restrain the destructive influence of the COVID-19 threat on intergroup relations - as well as harvesting its constructive potential for reconciling warring intergroup relations.
From Claims to Violence: Signaling, Outbidding, and Escalation in Ethnic Conflict
Do radical political demands increase the risk of ethnic civil conflict? And why do ethnic movements make radical demands in the first place? We contend that when movements are fragmented, individual organizations use far-reaching claims relative to the status quo to attract attention from the government, boost intra-organizational discipline, and outbid rivals. Yet, such radical claims also increase the risk of conflict escalation. We test our arguments at both the ethnic group and organizational levels, using a new dataset on ethno-political organizations and their political demands. Our results show that the scope of demands increases the more organizations exist within an ethnic movement and that radical demands increase the risk of civil conflict onset. This effect is specific to the dyadic government-movement interaction, irrespective of other ethnic groups in the country. Moreover, at the organizational level, radicalization in demands increases the likelihood that an organization becomes engaged in civil conflict.
Roads to Rule, Roads to Rebel: Relational State Capacity and Conflict in Africa
Weak state capacity is one of the most important explanations of civil conflict. Yet, current conceptualizations of state capacity typically focus only on the state while ignoring the relational nature of armed conflict. We argue that opportunities for conflict arise where relational state capacity is low, that is, where the state has less control over its subjects than its potential challengers. This occurs in ethnic groups that are poorly accessible from the state capital, but are internally highly interconnected. To test this argument, we digitize detailed African road maps and convert them into a road atlas akin to Google Maps. We measure the accessibility and internal connectedness of groups via travel times obtained from this atlas and simulate road networks for an instrumental variable design. Our findings suggest that low relational state capacity increases the risk of armed conflict in Africa.
Disputes over the Divine: Introducing the Religion and Armed Conflict (RELAC) Data, 1975 to 2015
This article introduces the Religion and Armed Conflict (RELAC) data, 1975 to 2015, which is a new data set suitable for analyzing the causes, dynamics, and resolution of religious conflicts. It contains information about key religious dimensions of conflicts: whether the issue at stake is religious, the actors' religious identity, and fine-grained data about the type and salience of religious claims. The article presents the major features of the data set and describes patterns and trends that shed new light on religious conflicts, for example, by demonstrating that conflicts over Islamist claims have become more prevalent. We also illustrate the utility of the data. For instance, we show that there is great variation in lethality across conflicts with different types of Islamist claims, thereby offering a more nuanced understanding of the deadliness of religious conflicts. RELAC should be a valuable resource for scholars, examining religious dimensions of intrastate armed conflicts.
Political Ideology, Trust, and Cooperation: In-group Favoritism among Republicans Democrats during a US National Election
Theories suggest that political ideology relates to cooperation, with conservatives being more likely to pursue selfish outcomes, and liberals more likely to pursue egalitarian outcomes. In study 1, we examine how political ideology and political party affiliation (Republican vs. Democrat) predict cooperation with a partner who self-identifies as Republican or Democrat in two samples before ( = 362) and after ( = 366) the 2012 US presidential election. Liberals show slightly more concern for their partners' outcomes compared to conservatives (study 1), and in study 2 this relation is supported by a meta-analysis ( = .15). However, in study 1, political ideology did not relate to cooperation in general. Both Republicans and Democrats extend more cooperation to their in-group relative to the out-group, and this is explained by expectations of cooperation from in-group versus out-group members. We discuss the relation between political ideology and cooperation within and between groups.
Promoting Competition or Helping the Less Endowed? Distributional Preferences and Collective Institutional Choices under Intragroup Inequality
Unequally distributed resources are ubiquitous. The decision of whether to promote competition or equality is often debated in societies and organizations. With heterogeneous endowments, we let subjects collectively choose between a public good that most benefits the less endowed and a lottery contest in which only one individual in a group receives a prize. Unlike standard theoretical predictions, the majority of subjects, including a substantial number of subjects who believe that their expected payoffs are better in the contest, vote for the public good. Our data suggest that people's collective institutional choices may be driven by inequality-averse concerns. It also suggests that the collective decision to select the option for the public good depends on voting rules.
International Peacekeeping Operations: Burden Sharing and Effectiveness
This article takes stock of some of the important contributions to the study of peacekeeping (PK). Two key topics stand out: peacekeeping burden sharing and mission effectiveness. For burden sharing, the theoretical foundation is the private provision of public goods and joint products. Implications for burden sharing differ whether financial or troop contributions are being shared, with the latter driven by jointly produced country-specific benefits. Financial burden sharing can also differ between United Nations (UN)-led and non-UN-led peacekeeping operations, wherein country-specific benefits are especially important for the latter. Many articles gauge peacekeeping effectiveness by the mission's ability to maintain the peace or to protect lives for a set time period. More recently, multiple criteria are raised for evaluating peacekeeping in today's world of multifaceted peacebuilding operations.
Gender Imbalance and Terrorism in Developing Countries
This article investigates whether gender imbalance may be conducive to domestic terrorism in developing countries. A female-dominated society may not provide sufficient administration, law, or order to limit domestic terrorism, especially since societies in developing countries primarily turn to males for administration, policing, and paramilitary forces. Other economic considerations support female imbalance resulting in grievance-generated terrorism. Because male dominance may also be linked to terrorism, empirical tests are ultimately needed to support our prediction. Based on panel data for 128 developing countries for 1975 to 2011, we find that female gender imbalance results in more total and domestic terrorist attacks. This female gender imbalance does not affect transnational terrorism in developing countries or domestic and transnational terrorism in developed countries. Further tests show that gender imbalance affects terrorism only when bureaucratic institutions are weak. Many robustness tests support our results.
Relative Capacity and the Spread of Rebellion: Insights from Nepal
This article explores how insurgencies emerge and spread within a country over time through an analysis of the Maoist insurgency in Nepal. It argues that important processes underpinning the spread of insurgency are likely to change with shifts in the relative military capacity of belligerents. Importantly, insurgents can to a greater extent spread the insurgency by using coercion, material incentives, and movement of forces when they are militarily strong than when they are weak. This in turn leads to changes in the local conditions favorable to insurgency. I hypothesize that inaccessible terrains, preexisting rebel networks, and proximity to insurgent areas are likely to be important determinants of local insurgency onset during rebel weakness, but should decline in importance as the rebels gain strength. I find support for these arguments in a mixed-methods analysis of Nepal's insurgency that combines a qualitative narrative and a quantitative event history analysis.
The Changing Nonlinear Relationship between Income and Terrorism
This article reinvestigates the relationship between real per capita gross domestic product (GDP) and terrorism. We devise a terrorism Lorenz curve to show that domestic and transnational terrorist attacks are each more concentrated in middle-income countries, thereby suggesting a nonlinear income-terrorism relationship. Moreover, this point of concentration shifted to lower income countries after the rising influence of the religious fundamentalist and nationalist/separatist terrorists in the early 1990s. For transnational terrorist attacks, this shift characterized not only the attack venue but also the perpetrators' nationality. The article then uses nonlinear smooth transition regressions to establish the relationship between real per capita GDP and terrorism for eight alternative terrorism samples, accounting for venue, perpetrators' nationality, terrorism type, and the period. Our nonlinear estimates are shown to be favored over estimates using linear or quadratic income determinants of terrorism. These nonlinear estimates are robust to additional controls.
Killing Range: Explaining Lethality Variance within a Terrorist Organization
This paper presents an analysis of the Provisional Irish Republican Army's (PIRA) brigade level behavior during the Northern Ireland Conflict (1970-1998) and identifies the organizational factors that impact a brigade's lethality as measured via terrorist attacks. Key independent variables include levels of technical expertise, cadre age, counter-terrorism policies experienced, brigade size, and IED components and delivery methods. We find that technical expertise within a brigade allows for careful IED usage, which significantly minimizes civilian casualties (a specific strategic goal of PIRA) while increasing the ability to kill more high value targets with IEDs. Lethal counter-terrorism events also significantly affect a brigade's likelihood of killing both civilians and high-value targets but in different ways. Killing PIRA members significantly decreases IED fatalities but also significantly decreases the possibility of zero civilian IED-related deaths in a given year. Killing innocent Catholics in a Brigade's county significantly increases total and civilian IED fatalities. Together the results suggest the necessity to analyze dynamic situational variables that impact terrorist group behavior at the sub-unit level.
A New Stress-Based Model of Political Extremism: Personal Exposure to Terrorism, Psychological Distress, and Exclusionist Political Attitudes
Does exposure to terrorism lead to hostility toward minorities? Drawing on theories from clinical and social psychology, we propose a stress-based model of political extremism in which psychological distress-which is largely overlooked in political scholarship-and threat perceptions mediate the relationship between exposure to terrorism and attitudes toward minorities. To test the model, a representative sample of 469 Israeli Jewish respondents was interviewed on three occasions at six-month intervals. Structural Equation Modeling indicated that exposure to terrorism predicted psychological distress (t1), which predicted perceived threat from Palestinian citizens of Israel (t2), which, in turn, predicted exclusionist attitudes toward Palestinian citizens of Israel (t3). These findings provide solid evidence and a mechanism for the hypothesis that terrorism introduces nondemocratic attitudes threatening minority rights. It suggests that psychological distress plays an important role in political decision making and should be incorporated in models drawing upon political psychology.
Lebensraum: paradoxically, population growth may eventually end wars
Population growth may progressively reduce 1 of the motives for making war. Namely, population growth threatens shortages of resources, and especially land. Impending shortages cause a search for ways to mitigate the shortages. The discoveries eventually produce greater availability of resources than if population growth and pressure on resources had never occurred. The argument runs as follows: 1) Rhetoric about resources scarcity induced by population density has often contributed to international conflict, even if economics has not been the main motive in making war. 2) In the pre-modern era, war to obtain land and other resources may sometimes have been an economically sound policy. 3) Politicians and others in industrially developed nations believe resources may still be a casus belli. 4) Land and other productive resources are no longer worth acquiring at the cost of war.
