The impact of the Covid-19 pandemic in a polarized political system: Lessons from the 2020 election
Given the deep polarization of the American political system in recent decades, was the 2020 presidential election an extension of the pre-existing partisan coalitions or did the Covid-19 pandemic and its economic consequences have a significant impact on the outcome? Using a national probability sample provided by AmeriSpeak and voter verification provided by Catalist, we construct a structural equation model to examine the relative influence of age, race, gender, education, religious fundamentalism, ideological partisanship, affective partisanship, and measures of Covid-19 experiences and understanding to predict the 2020 vote. We re-construct the partisan polarization landscape to examine the role of politically interested non-partisans in the center of the ideological spectrum and examine their ability to select candidates in response of specific issues. The Covid-19 pandemic had a significant marginal impact on the outcome of the 2020 presidential election.
Communicating safety precautions can help maintain in-person voter turnout during a pandemic
Scholars have linked cost and life stress to lower voter turnout with clear implications for voting during the COVID-19 pandemic. We ask whether COVID-19 reduces turnout intention and how election agencies can mitigate this effect. We use a series of six survey and conjoint experiments implemented in samples totalling over 28,000 Canadian respondents collected between July and November of 2020 to show that: 1) priming people to think about COVID-19 reduces turnout intention, especially among those who feel most threatened by the disease; 2) safety measures for in-person voting, such as mandatory masks and physical distancing, can improve safety perceptions and willingness to vote in-person, and 3) providing people information about safety precautions for in-person voting mitigates the negative effect of priming COVID-19. These studies illustrate the importance of both the implementation and communication of measures by election agencies designed to make people safe - and feel safe - while voting in-person.
All-mail voting in Colorado increases turnout and reduces turnout inequality
The COVID-19 crisis has generated interest in all-mail voting (AMV) as a potential policy solution for avoiding in-person elections. However, the quality of AMV implementation has varied greatly across states, leading to mixed results in previous research. We exploit the understudied 2014 implementation of AMV in Colorado to estimate the effect on turnout for all registered voters, along with age, racial, education, income and wealth, and occupational subgroups. Using large voter file data and a difference-in-differences design within individuals, we find a positive overall turnout effect of approximately 8 percentage points-translating into an additional 900,000 ballots being cast between 2014 and 2018. Effects are significantly larger among lower-propensity voting groups, such as young people, blue-collar workers, voters with less educational attainment, and voters of color. The results suggest that researchers and policymakers should look to Colorado's AMV approach as an effective model for boosting aggregate turnout and reducing voting disparities across subgroups.
The downstream consequences of long waits: How lines at the precinct depress future turnout
Researchers have increasingly paid attention to the impact that the administrative component of elections has on voter behavior. Existing research has focused almost exclusively on the effect that legal changes--such as voter identification laws--have on turnout. This paper extends our understanding of the electoral process by exploring how one aspect of the precinct experience--standing in line to vote--can shape the turnout behavior of voters in subsequent elections. I demonstrate that for every additional hour a voter waits in line to vote, their probability of voting in the subsequent election drops by 1 percentage point. To arrive at these estimates, I analyze vote history files using a combination of exact matching and placebo tests to test the identification assumptions. I then leverage an unusual institutional arrangement in the City of Boston and longitudinal data from Florida to show that the result also holds at the precinct level. The findings in this paper have important policy implications for administrative changes that may impact line length, such as voter identification requirements and precinct consolidation. They also suggest that racial asymmetries in precinct wait times contribute to the gap in turnout rates between white and non-white voters.
Using Elicited Choice Probabilities in Hypothetical Elections to Study Decisions to Vote
This paper demonstrates the feasibility and usefulness of survey research asking respondents to report voting probabilities in hypothetical election scenarios. Posing scenarios enriches the data available for studies of voting decisions, as a researcher can pose many more and varied scenarios than the elections that persons actually face. Multiple scenarios were presented to over 4,000 participants in the American Life Panel (ALP). Each described a hypothetical presidential election, giving characteristics measuring candidate preference, closeness of the election, and the time cost of voting. Persons were asked the probability that they would vote in this election and were willing and able to respond. We analyzed the data through direct study of the variation of voting probabilities with election characteristics and through estimation of a random utility model of voting. Voting time and election closeness were notable determinants of decisions to vote, but not candidate preference. Most findings were corroborated through estimation of a model fit to ALP data on respondents' actual voting behavior in the 2012 election.
Survey questions about party competence: Insights from cognitive interviews
Voter assessments of party competence have become a key explanation of electoral decision-making. However, there are at least three important aspects to understanding responses to questions on issue-specific party competence: comprehension difficulties; a lack of well-formed attitudes and relevant information; and the use of response heuristics. We used 20 cognitive interviews carried out in Austria in 2011 to test competence questions. The interviews show us how respondents explain their responses. We find evidence that many people (1) may hold only weak opinions and have little information on issue-specific party competence and (2) may make use of distinct but related concepts, particularly salience and position, when answering questions about competence. We provide recommendations for researchers and survey designers based on our findings.
Representative misconduct, voter perceptions and accountability: Evidence from the 2009 House of Commons expenses scandal
This paper examines electoral accountability after the 2009-10 UK expenses scandal. Existing research shows that Members of Parliament (MPs) implicated in the scandal fared only marginally worse in the election than non-implicated colleagues. This lack of electoral accountability for misconduct could have arisen either because voters did not know about their representative's wrongdoing or because they chose not to electorally sanction them. We combine panel survey data with new measures of MP implication in the expenses scandal to test where electoral accountability failed. We find that MP implication influenced voter perceptions of wrongdoing more than expected. In contrast, constituents were only marginally less likely to vote for MPs who were implicated in the scandal. Electoral accountability may therefore be constrained even when information about representative misconduct is easily available and clearly influences voter perceptions.
Voting at 16: Turnout and the quality of vote choice
Critics of giving citizens under 18 the right to vote argue that such teenagers lack the ability and motivation to participate effectively in elections. If this argument is true, lowering the voting age would have negative consequences for the quality of democracy. We test the argument using survey data from Austria, the only European country with a voting age of 16 in nation-wide elections. While the turnout levels of young people under 18 are relatively low, their failure to vote cannot be explained by a lower ability or motivation to participate. In addition, the quality of these citizens' choices is similar to that of older voters, so they do cast votes in ways that enable their interests to be represented equally well. These results are encouraging for supporters of a lower voting age.
