Identifying resource-conscious and low-carbon agricultural development pathways through land use modelling
Increasing agricultural production with current resources and technology may lead to increased GHG emissions. Additionally, large population countries like India face substantial challenges in terms of food demand, agro-ecological heterogeneity, carbon footprint and depleting natural resources, thus increasing the decision complexities for policymakers and planners. We aim to examine the potential of producing more food from available agricultural land with low-carbon (reduced GHG emissions) and resource-conscious (optimal resource use) options. The current study develops multiple calorie production and emission-centric land use using a land use optimization model wherein the calorie production and emission objective, resource and emissions constraints, and food production targets interact across multiple spatial levels. The capabilities of the developed model are demonstrated with a case study in India targeting ten crops (grown over two seasons) covering three food groups (cereals, legumes, and oilseeds). Three hypothetical scenarios for each objective of maximizing calories production (, , ) and minimizing GHG emissions (, , ) are developed concerning targets of national crop production (, ), state food groups production (, ), and state crop production(, ), with different spatial levels of constraints. A maximum growth of 11% in calorie production is observed in while mitigating 2.5% emissions. Besides, the highest emission reduction of around 30% is observed in but with no change in calorie production. Emission scenarios can spare up to 14.8% land and 18.2% water, while calorie production-maximization scenarios can spare a maximum of 4.7% land and 6.5% water. The optimization-based methodology identifies the regions of altered land use by proposing appropriate crop substitution strategies, such as increasing oilseeds in Rajasthan and soybean in east Maharashtra. Many states show conservative production growth and emission reduction with state-level crop production targets (), suggesting crop redistribution within the state alone will not be sufficient unless improved technologies are introduced. The maximum growth and mitigation potential estimated in this study may be affected by climate shocks; therefore, introducing the improved technologies needs to be coupled with a crop redistribution mechanism to design climate-resilient and futuristic land use systems. The proposed land use model can be modified to incorporate climate change effects through consideration of scenarios of changed crop yields or through direct/indirect coupling with dynamic crop simulation models.
Land tenure, food security, gender and urbanization in Northern Ghana
Links between land tenure and food and nutritional insecurity are receiving increased attention. Nevertheless, urban and periurban dwellers face challenges in accessing land to produce food for subsistence and sale. An ethnographic study and food and nutrition insecurity survey were conducted between October 2013 and November 2014 in Tamale, Northern Region of Ghana, to explore the dynamic and recursive links between land access, food access and the ability to maintain resources to meet long-term needs. Results showed that infrastructural development and agriculture compete for land. The shortage of land for agricultural purposes was pronounced in urban areas (20%) than in periurban areas (1.3%) and rural areas (0%). Food insecure households were more likely to name a lack of land than anything else as the primary reason for their inability to grow crops (Fisher's exact probability = 0.040). Urban and periurban dwellers cope with the constraints posed in the communal tenure system by using strategies such as urban-periurban-rural migrant farming and buffer zone cultivation. The role of women in providing nutritious soups is especially important, and they use various mechanisms to circumvent their lack of access to land and provide food for the household. Political, economic and cultural elements thus interact to constitute the link between land and food.
Impact of COVID-19 in the forestry sector: A case of lowland region of Nepal
All walks of life have been affected by COVID-19 but smallholders from developing countries have been impacted more than others as they are heavily reliant on forest and agriculture for their livelihoods and have limited capacity to deal with COVID-19. Scholars are heavily engaged in assessing the impacts of COVID-19 on health and wellbeing, gender, food production and supply, stock market and the overall economy but not on the forestry sector. Using questionnaire surveys and key informant interviews-informed by grey literature and published articles- representing Division Forest Offices, Provincial Forest Directorates, and the Ministry of Forests and Environment in Nepal, this study assessed the impact of COVID-19 on the forestry sector of Nepal. Our analysis suggests that: (1) nature-based tourism is more severely affected than other sectors; (2) private, religious and leasehold forests faced minimal impacts of COVID-19 than that of community and government-managed forests; (3) wild boar (Sus scrofa), different species of deer, and birds have been more impacted than other wild animals; (4) the price of the timber has increased significantly whereas the price of non-timber forests products (NTFPs) has decreased; and (5) illegal logging and poaching have increased but the incidence of forest encroachment has been reduced. Our study further reveals that agroforestry practices in home gardens, borrowing money from neighbors/banks/landlords and liquidating livestock remained key alternatives for smallholders during COVID-19. Many studies reported that reverse migration could create chaos in Nepal, but our study suggests that it may enhance rural innovation and productivity, as returnees may use their acquired knowledge and skills to develop new opportunities. As COVID-19 has created a war-like situation worldwide, Nepal should come up with a forward-looking fiscal response with alternative income generation packages to local living to counter the impacts of COVID-19 on the forestry sector. One of the options could be implementing similar programs to that of India's US$ 800 Compensatory Afforestation Program and Pakistan's 10 Billion Tree Tsunami Program, which will create a win-win situation, i.e., generate employment for reverse migrants and promotes forest restoration.
ICT use and spatial fragmentation of activity participation in post-COVID-19 urban societies
With the outbreak of the COVID-19 pandemic, the use of Information and Communications Technology (ICT) came to dominate daily activities (e.g., e-working, e-shopping, and e-leisure). The intensive use of ICT might trigger higher levels of spatial fragmentation of daily activities, having significant consequences for planning purposes. This paper seeks to estimate how ICT use and habits affect the individuals' spatial fragmentation patterns in urban contexts on post-COVID-19 societies, while controlling for socioeconomic and built environment characteristics. The city of Alcalá de Henares (Madrid Metropolitan Area, Spain) serves as the case study. The research design is based on activity diaries obtained by face-to-face interviews, and Tobit and Poisson regression analyses are used to examine the relationships between spatial fragmentation measures (outcome variable) and ICT use (predictors). The results reveal that ICT might originate higher spatial fragmentation for work-related activities than for shopping-leisure purposes. For working activities, higher spatial fragmentation patterns are found among people with higher willingness to e-work and individuals who e-work at least once a month, but rather dependent on the occupation type. Regarding shopping and leisure activities, higher spatial fragmentation patterns are noted with car owners and more frequent consumers of online entertainment. The study provides insight into how ICT use is transforming spaces traditionally adapted for a single purpose into multifunctional spaces as well as the spatial effect of this phenomenon.
Housing market volatility under COVID-19: Diverging response of demand in luxury and low-end housing markets
The ongoing pandemic has led to substantial volatility in residential housing markets. However, relatively little is known about whether the volatility is dominated by housing demand or supply, and how different priced markets contribute to the volatility. This article first examines the temporal effect of COVID-19 on house prices, housing demand, and supply in Los Angeles, and second explores the effect heterogeneity in luxury and low-end housing markets within the city. For identification, the article employs a revised difference-in-differences (DID) method that controls more rigorously for unobservables and improves on the traditional DID with smaller prior trends. Using individual level data, the result first shows that, in response to the outbreak, house prices, demand, and supply all decreased in March to May 2020 and increased in July and August 2020, with demand dominating the process. Second, the heterogeneity exploration identifies diverging COVID-19 impacts in higher- and lower- priced markets. Particularly, the decline in overall price and demand before June originates mainly from the lower-priced market while the higher-priced one experienced limited changes in demand. After July, higher-priced markets led housing market's surge in price, demand, and supply, whereas the lower-priced market has not fully recovered from decreases in house prices and housing demand. Finally, a larger price decline in lower-priced markets is found to be associated with higher service shares and lower homeownership rates. The results not only facilitate market participants in their decision making but also aid local governments in formulating policies and allocating subsidies to mitigate the effects of the outbreak.
Relationships between urban form and air quality: A reconsideration based on evidence from China's five urban agglomerations during the COVID-19 pandemic
The outbreak of Coronavirus disease 2019 (COVID-19) led to the widespread stagnation of urban activities, resulting in a significant reduction in industrial pollution and traffic pollution. This affected how urban form influences air quality. This study reconsiders the influence of urban form on air quality in five urban agglomerations in China during the pandemic period. The random forest algorithm was used to quantitate the urban form-air quality relationship. The urban form was described by urban size, shape, fragmentation, compactness, and sprawl. Air quality was evaluated by the Air Quality Index (AQI) and the concentration of six pollutants (CO, O, NO, PM, PM, SO). The results showed that urban fragmentation is the most important factor affecting air quality and the concentration of the six pollutants. Additionally, the relationship between urban form and air quality varies in different urban agglomerations. By analyzing the extremely important indicators affecting air pollution, the urban form-air quality relationship in Beijing-Tianjin-Hebei is rather complex. In the Chengdu-Chongqing and the Pearl River Delta, urban sprawl and urban compactness are extremely important indicators for some air pollutants, respectively. Furthermore, urban shape ranks first for some air pollutants both in the Triangle of Central China and the Yangtze River Delta. Based on the robustness test, the performance of the random forest model is better than that of the multiple linear regression (MLR) model and the extreme gradient boosting (XGBoost) model.
How much is policy driving the adoption of cover crops? Evidence from four EU regions
EU agriculture is facing increasing expectations and pressure from society and policymakers to support environmental protection and climate change mitigation. Catch and cover crops (CCC) are an underused farming practice that can potentially contribute towards these goals. Previous research is sparse and has yielded few relevant insights into CCC adoption behaviour by farmers. In this study we analyse a dataset from farm surveys in four EU regions to better understand the role of policy and non-policy factors in CCC adoption. Our data suggests that adoption rates vary widely between regions, while farm adoption intensities are low. We find that policy is by far the strongest determinant of adoption rates and adoption intensities. CCC adoption patterns have been shaped mainly by the Nitrates Directive and the Common Agricultural Policy's greening requirements. Agronomic motives are a third but much weaker impetus for adoption. Environmental and climate change considerations do not play a significant role in farmers' adoption decisions. Most non-adopters would likely become adopters if stronger policy obligations or additional subsidies were implemented. Non-adopters' responsiveness to subsidies and willingness to accept is highly varied but only weakly predictable from easily observed farm characteristics.
The impact of the COVID-19 pandemic on the importance of urban green spaces to the public
Green spaces provide people with countless intangible benefits, particularly important during crises. Restrictions imposed in many countries due to the COVID-19 pandemic forced people to maintain social distance, limit travels, and even refrain from visiting green spaces and stay at home at a certain point. The survey in one of the largest cities in Poland, Kraków, was intended to help understand the impact of the pandemic on the importance of urban green spaces to the public. The study focused on the first three stages of the pandemic in Poland, from March to November 2020. Nine weeks of the survey yielded over 1250 responses. Responses to spatial questions were analysed with GIS tools and geoprocessing algorithms. The number of visitors to green spaces during the pandemic fell to 78.9% of the population, which is down 13.1% compared to before the pandemic. At the same time, the percentage of people refraining from the visits fell with each phase of the crisis. According to the study, residents believed green spaces to be important for their mental and physical health. Over 75% of the participants considered visits to green spaces as having a very big or big impact on stress level reduction. The work provides empirical proof of the importance of green spaces to residents, particularly during a crisis. The results can affect urban spatial policies and management of green spaces and can potentially be applied in other cities.
Pandemic resilient cities: Possibilities of repairing Polish towns and cities during COVID-19 pandemic
Cities, due to population density and the complexity of human interactions, experience specific problems arising from their functioning in the era of the Covid-19 pandemic. Many scientists who publish their findings in contemporary literature agree on the need to shape pandemic resilient cities by making changes to the functional-spatial structure and preparing cities for rapid revitalization [regeneration] in the post-pandemic period. The main objective of the research is to identify the most important problems regarding service infrastructure deficiencies in the nine medium-sized Polish cities selected for research located in the Warsaw agglomeration, which are well connected with Warsaw. The research was based on: analysis of selected GIS spatial data, demographic data from the Polish Central Statistical Office, surveys among residents, on their needs during pandemic constraints. The focus was on three important aspects of development in the era of the pandemic: access to first-need services, access to greenery and active recreation areas, accessibility and transport efficiency problems. The research revealed changes in the way people travel and do their essential shopping, inadequate cycling infrastructure and problems with the availability of essential services close to where they live. The research programme varies, although the diagnosis and the possibility of transforming the functional-spatial structure of the cities studied as typical medium-sized cities in the impact zone of a large centre dominate. The conclusions provide examples of proposals for tactical urbanism planning solutions that could rapidly improve the quality of residence in a low-budget way. Finally, the proposals and guidelines for creating sustainable pandemic resilient cities are described. The article investigates the aspect of urban resilience related to transport, services, relaxation, while using the method of tactical urbanism as a remedy for cities' pandemic problems.
How do single-family homeowners value residential and commercial density? It depends
This paper develops estimates of the relationship between local density and single-family home values across five U.S. metropolitan areas using 2017 transactions in Chicago, Los Angeles, Minneapolis, Philadelphia, Seattle. Proposals to build new commercial and residential development projects that would increase local density commonly face opposition from local homeowners. Academic literature links the response from homeowners to concerns that higher density is associated with lower property values but there is limited empirical evidence establishing this relationship at the local level. We find a positive and significant relationship between density and house value in the core area of the five metropolitan regions we analyze. For outlying areas, the estimates are smaller and even negative in several cases. We instrument density based on topographic and soil characteristics and find similar results. These findings point to the need for a more nuanced discussion of the relationship between local density and housing values.
What makes cities livable? Determinants of neighborhood satisfaction and neighborhood happiness in different contexts
Shaping livable cities is an enduring issue for urban planning, which came dramatically to the forefront of relevant policies with the coronavirus disease (COVID-19) pandemic. This study explores what makes cities livable by using neighborhood satisfaction and neighborhood happiness as measures of urban livability. The determinants of neighborhood satisfaction and neighborhood happiness are examined and compared, using geospatial and survey data from two cities, one from the South and the other from the North European context: Thessaloniki, Greece and Oslo, Norway. A structural equation model is developed and tested. In both cities, common determinants of neighborhood satisfaction are found to be the proximity to city center, neighborhood perceived safety, and place attachment, whereas common determinants of neighborhood happiness are found to be neighborhood perceived safety, neighborhood perceived quietness, neighborhood social cohesion, place attachment, and lower neighborhood density. Important differences between the two cities were also observed. Numerous local amenities seem to positively contribute to urban livability in Thessaloniki, but not in Oslo. Parks and trees are positively linked to neighborhood happiness in Oslo, but not in Thessaloniki. These differences support the view that some of the links between neighborhood characteristics and livability depend on the local context related to local culture, attitudes, and preferences, all of which might also be influenced by the local built environment.
How COVID-19 reshaped quality of life in cities: A synthesis and implications for urban planning
This paper synthesizes knowledge on how the Coronavirus disease (COVID-19) pandemic reshaped the relationship between cities and quality of life. The possible impacts of cities on seven domains of quality of life - travel, leisure, work, social relationships, residential well-being, emotional responses, and health - during COVID-19 are reviewed. Findings indicate that the role of transport and land use, urban nature, public space, facilities and services, housing, and information and communications technology (ICT) in quality of life in cities was transformed during COVID-19. Access to healthcare facilities and services and local amenities; opportunities for walking and cycling; COVID-19-secure public transport; access to a car; urban blue or green space and access to nearby nature; easy access to open public space; living in a dwelling of sufficient size and quality; private or communal outdoor areas; and ICT infrastructure and systems possibly helped to mitigate the negative impacts of COVID-19 on quality of life in cities. Implications for urban planning and policy arise from the COVID-19 crisis, shedding light on ways to address inequities, support vulnerable groups, and improve quality of life in cities in times of pandemics but also under normal circumstances.
The most places at risk surrounding the COVID-19 treatment hospitals in an urban environment- case study: Tehran city
Investigations on the spatial patterns of COVID-19 spreading indicate the possibility of the virus transmission by moving infected people in an urban area. Hospitals are the most susceptible locations due to the COVID-19 contaminations in metropolises. This paper aims to find the riskiest places surrounding the hospitals using an MLP-ANN. The main contribution is discovering the influence zone of COVID-19 treatment hospitals and the main spatial factors around them that increase the prevalence of COVID-19. The innovation of this paper is to find the most relevant spatial factors regarding the distance from central hospitals modeling the risk level of the study area. Therefore, eight hospitals with two service areas for each of them are computed with [0-500] and [500-1000] meters distance. Besides, five spatial factors have been considered, consist of the location of patients' financial transactions, the distance of streets from hospitals, the distance of highways from hospitals, the distance of the non-residential land use from the hospitals, and the hospital patient number. The implementation results revealed a meaningful relation between the distance from the hospitals and patient density. The RMSE and R measures are 0.00734 and 0.94635 for [0-500 m] while these quantities are 0.054088 and 0.902725 for [500-1000 m] respectively. These values indicate the role of distance to central hospitals for COVID-19 treatment. Moreover, a sensitivity analysis demonstrated that the number of patients' transactions and the distance of the non-residential land use from the hospitals are two dominant factors for virus propagation. The results help urban managers to begin preventative strategies to decrease the community incidence rate in high-risk places.
Usage of urban green space and related feelings of deprivation during the COVID-19 lockdown: Lessons learned from an Italian case study
This study investigated perceptions and behavioral patterns related to urban green space (UGS) in Italian cities, during the period of national lockdown imposed due to the outbreak of SARS-CoV-2 in the spring of 2020. A survey was used to examine the responses of population groups in different municipal areas, comparing those in government-defined "red zones", mostly in the northern regions of the country, with "non-red zones" in the rest of the country, where the rate of infection was much lower. A total of 2100 respondents participated in the survey. The majority of respondents declared themselves to be habitual users of UGS, especially of parks or green areas outside the town - mainly visiting for relaxation and physical exercise, but also for observing nature. In the northern regions people more commonly reported the adoption of sustainable practices, in terms of the utilization of tools for "green mobility". During the lockdown, habits changed significantly: only one third of respondents reported visiting UGS, with frequent visits made mainly for the purpose of walking the dog. Other motivations included the need for relaxing, mostly in the red zones, and for physical exercise in non-red zones. The reduction in travel to urban parks was accompanied by increased visitation of gardens and other green spaces in close proximity, as social distancing and other regulations imposed restrictions on movement. In all regions, respondents who could not physically access UGS expressed a feeling of deprivation which was exacerbated by living in towns located in red zones, being a usual visitor of UGS and having no green view from the window. The extent to which these visitors missed UGS depended on the frequency of visitation before the pandemic and the UGS distance, as well as the type of previous activity. In fact, those activities that were most common before the pandemic were missed the most, reinforcing the importance of green areas for social gathering, sports, and observing nature - but simply "spending time outdoors" was also mentioned, even by those who visited UGS during the lockdown, as the time outdoors was not enough or not fully enjoyed. The feeling of missing UGS was only partially alleviated by the green view from the window - only a more open view to a natural landscape or adaptation to a view with little greenery reduced such feeling.
Us and them. Is the COVID-19 pandemic a driver for xenophobia in land transactions in Romania?
COVID-19 is a humanitarian challenge that puts a spotlight on the need to understand the new provocations and how to prevent the escalation of different types of conflict. The present contribution gravitates around three major problems - foreign land grab, COVID-19 pandemic, and xenophobia. To the authors' best knowledge, this is the first study that investigates how COVID-19 has influenced the xenophobia feelings and the perceptions on foreign land acquisitions. Therefore, one objective is to investigate Romanian landowners' attitudes toward land grabbing effects, consequences of the COVID-19 pandemic, and xenophobia. Another objective is to reveal how well a set of variables could predict the preference for the nationality of the buyer in land transactions. The binary logistic regression indicates that the preference for the nationality of the buyer in agricultural land transactions can be predicted by three variables. The effect of COVID-19 on population health is found to have a significant prediction power. Even if only a moderate to low level of xenophobia among the interviewed persons is present, when land is under discussion, negative judgments and feelings towards non-Romanian citizens emerge. Authors consider that correcting misperceptions can be achieved through information campaigns using messages that reinforce positives outcomes of foreign investments. The study provides empirical justification for regulations, law enforcement mechanisms, and information campaigns that should profoundly reflect and support the multicultural dynamics of the European societies.
Are women neglected in the EU agriculture? Evidence from Lithuanian young farmers
The agriculture in Eastern Europe has seen a number of economic and social transitions. This research examines the gender inequality in agriculture by taking the case of an Eastern European country - Lithuania - as an example. The questionnaire survey was employed in order to check the existence of gender inequality. The study focuses on the young farmers as they are more likely to implement innovations and shape the future agricultural activities. The demand for advisory services and participation in the Common Agricultural Policy measures were used to compare the activities and perceptions of men and women young farmers. We found that there are no significant differences in participation of support measures and demand for advisory services across the genders. This suggests Lithuanian agricultural sector is equally beneficial for men and women young farmers. Given the differences in the educational background, a positive effect is anticipated if women were more empowered in Lithuanian agriculture. Women's participation in agriculture could increase environmental awareness, propensity to innovate and economic resilience.
The optimal combinations of the eligible functions in multiple property assets enhancement
The present research concerns the procedures of concessions for the improvement and exploitation of public property assets. We propose a model that helps to define the optimal combination of novel uses in public properties. This model is an answer to the need for effective strategies to find new functions for disused buildings or abandoned areas. The model integrates the logic of the Discounted Cash-Flow Analysis (DCFA) and the goal programming for determining the new functions, to identify the macro-solution that maximizes the financial conveniences of the parties involved (Public Administration and private investor), in terms of monetary compensation for the Public Administration and return on investment for the private operator. The algorithm of the model has been applied to five existing public properties located in the city of Rome (Italy); for each property a specific procedure of concessions for the improvement of public assets can be activated and different eligible enhancement projects can be realized. The outputs generated by the optimization model are a valid decision support in all the phases of the concession procedure to identify the (public and private) strengths and weaknesses concerning the redevelopment initiatives on public properties. The effective re-use of these properties can actually help to prevent further soil consumption.
Hybridization of valuation procedures as a medicine supporting the real estate market and sustainable land use development during the covid-19 pandemic and afterwards
Currently we are facing the pandemic situation that occur all over the world. Regardless the country or even the region, the negative consequences that are expected could be very big and the level of crisis is not predictable. This situation is the challenge for the real estate market as well. Due to this fact, the authors believe that there is the time when deep transformation of approaches, procedures and awareness related to valuation domain becomes. Today, due to the fact of the global COVID-19 and pandemic restrictions is the best time to implement the automated models and advanced technological solutions to the valuation world. The authors proposed the hybrid approach that is the way to reconcile the participants on the property market. Hybrid approach is understanding as the synergy in combining aspects of new (automated solutions) and traditional components that are developed in the agile mode system creation. The proposed solutions can be treated as a cure for some symptoms of the real estate market infection but also as a vaccine, which should to a large extent prevent restrictions and nuisance in real estate valuation in case of repeated infection.
The agricultural policy trilemma: On the wicked nature of agricultural policy making
Agricultural policy has been seen as exceptional, compartmentalized and complex. Consequently, policy making in agriculture has been portrayed as particularly difficult - sometimes as an example of a 'wicked problem'. In this paper I argue that agricultural policy is more than 'just' a complex and wicked problem. It tends to be inbuilt contradictions in the form of trilemmas in agricultural policymaking, which imply that some combinations of core goals are impossible to reach. In this article I develop and illustrate the concept of an agricultural policy trilemma with Norway as a case - a plausibility probe. I argue that the concept of a trilemma may be a useful analytical tool in analysing policy and shifting policy priorities. I describe the development, and workings, of the trilemma from the 1970's to the beginning of the corona crisis in 2020.
Effects of payments for ecosystem services programs in China on rural household labor allocation and land use: Identifying complex pathways
Payments for Ecosystem Services (PES) is increasingly used in developing countries to secure the sustainable provision of vital ecosystem services. The largest PES programs in the world are embedded in China's new forest policies, which aim to expand forest cover for soil and water conservation and improve livelihoods of rural people. The objective of this study is to identify the complex pathways of impacts of two PES programs - the Conversion of Cropland to Forest Program (CCFP) and the Ecological Welfare Forest Program (EWFP) - on household livelihood decisions, and to quantify the direct and indirect impacts along the identified pathways. We fulfill this objective by developing an integrated conceptual framework and applying a Partial Least Squares-Structural Equation Model (PLS-SEM), based on household survey data from Anhui, China. Labor allocation (for on-farm work, local paid work, local business, and out-migration) and land use decisions (i.e., rent in, maintain, rent out, or abandon cropland) for participating households are key to understand PES program effects on livelihoods. Results show that the PES programs have only small direct effects but significant indirect effects via the mediating factor of capital assets. Moreover, group heterogeneity analysis shows that lower-income households do not benefit any more than the better-off households from the PES, while households with medium wealth increase dependence on agriculture. In addition, household demographics, individual attributes, and geographic settings differ in their impacts on labor allocation and land use decisions. We conclude that CCFP and EWFP programs would be more efficient in conserving the environment while improving the economic welfare of lower-income households if capital assets were taken into account in the design of compensation schemes.
Who is resilient in Africa's Green Revolution? Sustainable intensification and Climate Smart Agriculture in Rwanda
Under the banner of a "New Green Revolution for Africa," agricultural intensification programs aim to make smallholder agriculture more productive as well as "climate smart". As with Green Revolutions in Asia and Mexico, agricultural innovations (hybrid seeds, agronomic engineering, market linkages,and increased use of fertilizer and pesticides) are promoted as essential catalysts of agriculture-led economic growth. Intensification programs are now frequently linked to Climate Smart Agriculture (CSA), which attempts to build resilience and reduce greenhouse gas emissions while increasing crop yields. This article considers and is resilient in Africa's Green Revolution. We report on a multi-season study of smallholder food producers' experiences with Rwanda's Crop Intensification Program (CIP) and related policies that aim to commercialize subsistence agriculture while implementing CSA. . We suggest that there are fundamental limits to the climate resilience afforded by CSA and development efforts rooted in Green Revolution thinking. Our findings illustrate that such efforts foreground technology and management adjustments in ways that have reduced smallholder resilience by inhibiting sovereignty over land use, decreasing livelihood flexibility, and constricting resource access. We put forth that rural development policies could better promote climate-resilient livelihoods through: 1) adaptive governance that enables smallholder land use decision-making; 2) support for smallholder food producers' existing agro-ecological strategies of intensification; 3) participatory approaches to visualize and correct for inequalities in local processes of social-ecological resilence Such considerations are paramount for meeting the United Nations Sustainable Development Goals and building climate-resilient food systems.
