Invisible social Europe? Linking citizens' awareness of European cohesion funds, individual power resources, and support for the EU
In the twentieth century national social policies stabilized the European state systems, favouring domestic concordance and citizens' support to the nation-building process. Welfare institutions have historically served this key political function also in federal systems, where social citizenship has been used as a tool to foster unity. In contrast, even though the EU devotes a consistent part of its (however limited) budget to social cohesion and inclusion programmes, it takes little credit for such efforts. Building on original survey data on public opinion collected in 2019 across ten EU countries, this article shows that, indeed, only a limited number of citizens are aware of the social role played by the EU in their local community. On the other hand, it demonstrates that citizens' awareness of EU programmes strengthens the individual perception of power resources stemming from euro-social initiatives, the feeling of 'being heard' by the EU and, ultimately, the support for the European integration project as a whole. By implication, increasing the relevance and visibility of euro-social programmes could possibly reinforce the very foundations of the EU.
Weathering the storm together: Does unemployment insurance help couples avoid divorce?
This study examines whether unemployment insurance benefit generosity impacts divorce, drawing on full population administrative data and a Swiss reform that reduced unemployment insurance maximum benefit duration. We assess the effect of the reform by comparing the pre- to the post-reform change in divorce rates among unemployed individuals who were affected by the reform with the change in divorce rates among a statistically balanced group of unemployed individuals who was not affected by the reform. Difference-in-differences estimates suggest that the reform caused a 2.8 percentage point increase in divorce (a 25% increase). Effects were concentrated among low-income couples (+58%) and couples with an unemployed husband (+32%) though gender differences are attributable to men's breadwinner status. Female main breadwinners were more strongly affected (+78%) than male main breadwinners (+40%). Results confirm the 'family stress model' which posits that job search and financial stress cause marital conflict. Policymakers should consider a broad array of impacts, including divorce, when considering reductions in unemployment insurance generosity.
SOS incomes: simulated effects of COVID-19 and emergency benefits on individual and household income distribution in Italy
Using a static microsimulation model based on a link between survey and administrative data, this article investigates the effects of the pandemic on income distribution in Italy in 2020. The analysis focuses on both individuals and households by simulating through nowcasting techniques changes in labour income and in equivalized income, respectively. For both units of observations, we compare changes before and after social policy interventions, that is, automatic stabilizers and benefits introduced by the government to address the effects of the COVID-19 emergency. We find that the pandemic has led to a relatively greater drop in labour income for those lying in the poorest quantiles, which, however, benefited more from the income support benefits. As a result, compared with the 'No-COVID scenario', income poverty and inequality indices grow considerably when these benefits are not considered, whereas the poverty increase greatly narrows and inequality slightly decreases once social policy interventions are taken into account. This evidence signals the crucial role played by cash social transfers to contrast with the most serious economic consequences of the pandemic.
The persistence of legal uncertainty on EU citizens' access to social benefits in Germany
Legal uncertainty may hinder the effective implementation of public policies. Still, the political and legal dynamics that underpin its persistence are underexplored. This article proposes that legal uncertainty is more likely to persist in multi-level political and legal systems where actors with authority on the same issue hold different interpretations of rules. Also, it suggests that, under these conditions, actors can use legal uncertainty as an opportunity to advance their own interests. We illustrate this argument by investigating the legal uncertainty concerning EU citizens' access to social benefits in Germany. Through the analysis of social legislation and courts' rulings, the article shows that different interpretations of EU law by domestic actors hindered the possibilities of settling uncertainty: national courts of different levels used litigation processes and referrals to the Court of Justice of the European Union to advance their legal interpretations and the German government profited from the uncertainty to exclude EU citizens from social benefits.
Unequal but balanced: Highly educated mothers' perceptions of work-life balance during the COVID-19 lockdown in Finland and the Netherlands
One year after the European work-life balance directive, which recognises the need for work-family policy support, measures to slow the spread of the COVID-19 pandemic began shaping parents' work-life balance in significant ways. Academically, we are challenged to explore whether existing theoretical frameworks hold in this new environment with combined old and new policy frameworks. We are also challenged to understand the nuanced ways in which the first lockdown affects the combination of paid work and care. We address both of these issues, providing a cross-sectional comparative analysis of highly educated mothers' perceptions of work-life balance during the COVID-19 pandemic in Finland and the Netherlands. Our findings show that highly educated Finnish mothers have more difficulty combining work and care during the first lockdown than Dutch mothers. The absence of state-provided care during the lockdown creates greater difficulty for full-time working Finnish mothers in a dual-earner/state-carer system than an absence of such care in the Dutch one-and-a-half earner system, where most mothers work part time. Further analyses suggest variation in part-time and (nearly) full-time hours mitigates the work-life balance experiences of highly educated Dutch mothers. Additional factors explaining cross-country variation or similarities include the presence of young children and the presence of a partner. We discuss these findings in light of current theoretical frameworks and highlight avenues for future research.
The welfare state in really hard times: Political trust and satisfaction with the German healthcare system during the COVID-19 pandemic
The COVID-19 pandemic represents an enormous challenge for healthcare systems around the globe. Using original panel survey data for the case of Germany, this article studies how specific trust in the healthcare system to cope with this crisis has evolved during the course of the pandemic and whether this specific form of trust is associated with general political trust. The article finds strong evidence for a positive and robust association between generalized political trust and performance perceptions regarding the efficiency and fairness of the crisis response as well as individual treatment conditions. The article also shows that specific trust in healthcare remained relatively stable throughout 2020, but declined significantly in the spring of 2021.
Learning losses and educational inequalities in Europe: Mapping the potential consequences of the COVID-19 crisis
It is widely discussed that the pandemic has impacted educational inequalities across the world. However, in contrast to data on health or unemployment, data on education outcomes are not timely. Hence, we have extremely limited knowledge about pandemic-related learning losses at the national and cross-national levels. As it might take years to get suitable comparative data, this study uses the latest large-scale international achievement survey from before the pandemic, the Trends in International Mathematics and Science Study 2019, to answer two research questions. First, which European countries are most likely to have experienced higher learning loss among their children? Second, which European countries have most likely experienced the greatest increases in learning inequalities? Results based on 4th graders' school achievements indicate that educational inequalities between and within countries are likely to have augmented substantially throughout Europe. Some European countries are probably already facing an education crisis.
Sometimes needs change minds: Interests and values as determinants of attitudes towards state support for the self-employed during the COVID-19 crisis
This contribution investigates public attitudes toward providing financial help to the self-employed, a less well-researched area in the otherwise vibrant literature on welfare state attitudes. We analyse to what extent the self-employed themselves soften their general anti-statist stance in times of need, and how the public thinks about supporting those who usually tend to oppose government interventions. To answer these questions, we study public attitudes towards providing financial aid to the self-employed during the lockdowns adopted in response to the COVID pandemic in Switzerland, using survey data collected in the spring and in the autumn of 2020. The results show that most respondents favour the provision of financial support. In addition, the self-employed are the staunchest supporters of the more generous forms of help, like non-refundable payments. We conclude that, when exposed to significant economic risk, need and interests override ideological preferences for less state intervention.
COVID-19 and policies for care homes in the first wave of the pandemic in European welfare states: Too little, too late?
This article examines COVID-19 and residential care for older people during the first wave of the pandemic in 2020, comparing a range of countries - Denmark, England, Germany, Italy and Spain - to identify the policy approaches taken to the virus in care homes and set these in institutional and policy context. Pandemic policies towards care homes are compared in terms of lockdown, testing and the supply of personal protective equipment. The comparative analysis shows a clear cross-national clustering: Denmark and Germany group together by virtue of the proactive approach adopted, whereas England, Italy and Spain had major weaknesses resulting in delayed and generally inadequate responses. The article goes on to show that these outcomes and country clustering are embedded in particular long-term care (LTC) policy systems. The factors that we highlight as especially important in differentiating the countries are the resourcing of the sector, the regulation of LTC and care homes, and the degree of vertical (and to a lesser extent horizontal) coordination in the sector and between it and the health sector.
Administering the Union citizen in need: Between welfare state bureaucracy and migration control
How to determine whether mobile Union citizens have a right to social assistance? Research has shown how Western European Member States have made efforts to restrict Union citizens' access to their welfare systems over the past decade, whereby lawful residence has increasingly become the linchpin for entitlement. Member States have responded strikingly differently, however, to the complex administrative puzzle of dealing with open borders, the ability to verify lawful residence and the right to social assistance over time. This article makes an analytical and empirical contribution to existing literature by asking how Member States adjust their welfare/migration administrations to fit the Union's free movement regime and what implications this has for Union citizens. Based upon comparative case studies into the administration of social assistance rights in Germany, Austria and the Netherlands, the article develops a typology of three different models of administering Union citizens' access to the welfare state: the , and models. Demonstrating how bureaucratic design impacts the stratification of social rights in the Member States in different ways, the article concludes that studying alternative administrative models offers important insights into the functioning of territorial welfare states in open border regimes.
Disabled but not deserving? The perceived deservingness of disability welfare benefit claimants
While disability benefits make up the largest group of claimants in high-income countries, we know surprisingly little about which disabled people are seen as 'deserving' benefits, nor whether different people in different countries judge deservingness-related characteristics similarly. This is surprising given they are increasingly the focus of retrenchment, which often affirms the deservingness of 'truly deserving' disabled people while focusing cuts and demands on those 'less deserving'. This article addresses this gap using two vignette-based factorial survey experiments: (i) the nine-country 'Stigma in Global Context - Mental Health Study' (SGC-MHS); (ii) a new YouGov survey in Norway/the UK, together with UK replication. I find a hierarchy of symptoms/impairments, from wheelchair use (perceived as most deserving), to schizophrenia and back pain, fibromyalgia, depression and finally asthma (least deserving). Direct manipulations of deservingness-related characteristics also influence judgements, including membership of ethnic/racial ingroups and particularly blameworthiness and medical legitimation. In contrast, the effects of work ability, age and work history are relatively weak, particularly when compared to the effects on unemployed claimants. Finally, for non-disabled unemployed claimants, I confirm previous findings that right-wingers respond more strongly to deservingness-related characteristics, but Norwegians and Britons respond similarly. For disabled claimants, however, the existing picture is challenged, with, for example, Britons responding more strongly to these characteristics than Norwegians. I conclude by drawing together the implications for policy, particularly the politics of disability benefits, the role of medical legitimation and the legitimacy challenges of the increasing role of mental health in disability benefit recipiency.
When things go wrong with you, it hurts me too: The effects of partner's employment status on health in comparative perspective
The effects of changes in employment status on health within couples have attracted increasing attention. This paper contributes to this emerging research by investigating whether the impact of a partner's employment status on individual self-rated health varies systematically across countries with varying decommodification levels. We use longitudinal data from the European Union Statistics on Income and Living Conditions (EU-SILC) and hybrid models. We find that a change in an individual's employment status may affect the health not just of the person who experiences this transition, but that of his or her partner. The likelihood that such a spillover will occur varies across countries with different decommodification levels. The negative effects of a partner's employment status on self-rated health are observed when the generosity of welfare state support is limited. The moderating effects of financial support from the state are not very strong, though. They are not robust across all our models and do not extend to all the dimensions of the generosity of welfare state support.
The social-political challenges behind the wish to die in older people who consider their lives to be completed and no longer worth living
In the Netherlands, physician-assisted dying has been legalized since 2002. Currently, an increasing number of Dutch citizens are in favour of a more relaxed interpretation of the law. Based on an ethos of self-determination and autonomy, there is a strong political lobby for the legal right to assisted dying when life is considered to be completed and no longer worth living. Building on previous empirical research, this article provides a critical ethical reflection upon this social issue. In the first part, we discuss the following question: what is the lived experience of older people who consider their lives to be completed and no longer worth living? We describe the reported loss of a sense of autonomy, dignity and independence in the lives of these older people. In the second part, from an ethics of care stance, we analyse the emerging social and political challenges behind the wish to die. Empirically grounded, the authors argue that the debate on 'completed life in old age' should primarily focus not on the question of whether or not to legitimize a self-directed death but on how to build an inclusive society where people may feel less unneeded, useless and marginalized.
Campaigning on the welfare state: The impact of gender and gender diversity
Social policy matters have long been considered women's issues. Extant research has documented a strong link between gender and the policies of the welfare state in the legislative, executive and electoral arenas. Yet what determines the strength of this association has largely been left unexplored. Drawing on tokenism theory, this article proposes gender diversity at the group level as a key explanatory factor. It hypothesizes that the gender gap in social policy diminishes as the female representation in a political party increases. To test this argument, it examines almost 8000 press releases issued by over 600 politicians during four election campaigns in Austria between 2002 and 2013. The analysis demonstrates that women talk more about social policy issues during election campaigns than men, but that this emphasis gap disappears for parties with a more equal gender balance. These results have important implications for our understanding of the politics of gender and social policy.
From welfare states to welfare sectors: Explaining sectoral differences in occupational pensions with economic and political power of employees
Studies analysing welfare have previously focused on countries as units. In the course of pension cuts and the increasing importance of occupational welfare, our traditional understanding of a homogeneous welfare state is being challenged. In this article, I distinguish between both economic individual power (employee skills) and political collective power (trade unions), and their relation with different occupational pensions. A combined analysis by both factors is not common, where employee skills and power resources are traditionally treated as separate, rival explanations of public welfare. Combining the 'method of difference' with the 'method of agreement', the article first presents the within-country variety of occupational pensions in Germany, Italy, the United Kingdom and Denmark. Occupational pensions in the same economic sectors across countries are then used as the units of analysis in order to illustrate the plausible determinants of economic individual power and political collective power.
The Role of Institutions and Health in European Patterns of Work and Retirement
This paper uses the Survey of Health, Ageing and Retirement in Europe (SHARE) to investigate the role of pension and social security institutions in shaping the European patterns of work and retirement. The key novelty of our paper is a careful account of the health status of the respondents. We provide new evidence on the extent of health-adjusted "unused capacity" in the labour force, on the institutional determinants of the pathways to retirement, and on the relationship between actual health status and disability-benefit recipiency. We find that institutional differences between countries explain much of the cross-national differences in work and retirement, while differences in health and demographics play only a minor role.
Who supports delayed retirement? A study of older workers in Israel
Delayed retirement is a policy measure aimed at ensuring financial stability in many countries, but this particular pension reform mechanism still lacks public support. Using data from the Israeli sample of the Survey of Health, Ageing and Retirement (SHARE) in Europe, this article examines factors which predict support for delayed retirement among older Israeli workers (n=556). Hierarchical regression analysis of agreement with recently instituted delayed retirement measures showed that the perceived societal consequences of the reform were the strongest predictors. Older and more educated respondents and those more confident in their present workplace were also more likely to support delayed retirement. Those who favour state responsibility for care of older people tended to support delayed retirement less. The findings suggest that information campaigns on the contribution of continued employment to health and family solidarity might diminish current fears regarding the delayed retirement-based pension reforms. They also imply that non-partisan leadership is needed in order to recruit broader public support for such reform.
The role of demographic and economic characteristics of twelve member states of the European Union in the diversity of state support for families
Albanian and Polish undocumented workers in Greece: a comparative analysis
